There are guards xD. Some people even play city leaders and guards in order to keep it civil(mostly). But there's a lot of places in the world that aren't under kingdom laws.

in the world I come from, people fight each others for honor and fame, taking down an enemy general and bringing back his head, but war are wage for territory expansion and land unification against other nation... but why would people from the same group try to kill each others ?

your answer is heavy of meaning, yet I can't understand it as I am now. Maybe I will eventually, or maybe will I never lose myself to such madness, I pray of the latter for I prefer harmony over discord and chaos

In short, throw 5 people in a room, give them a week you'll understand xD.
Specially since neither of the milliteans die when killed, the fight continues and just ends up increasing.

I only hit towns to get repairs or sell stuff and only join dungeons/SMs if they're harder ones 'cause the challenge makes it more fun.
