Yup, that's right.

It's certainly possible to have Erinn-born be babies. They don't just pop out of the womb aged ten and ready to fight. Even an Erinn native born of two non-natives sill ages normally. So I don't see much problem with having a slightly younger Milletian. I mean as long as they're old enugh that they could pass for ten, then they can use the ten year old body and be eight, for all I care. Mind you, that's just my opinion.

Like I said, I'd prefer to overlook the game's minimum age limits and keep Arth's original entering age for the sake of story, but if that's absolutely against RPsociety's standards for character creation and Milletians MUST be able to fit the provided character models in-game, I'm willing to rewrite what I have to make it acceptable. I just want to know if what now I have is okay or if I need to make revisions.

Coming as an infant probably won't happen.

The thing about Milletians is that they're brought here by Nao(mostly to fight). I don't think Nao would bring an infant to Erinn like that.

Does Nao actually bring them to Erinn? Or just guide them once they're in the soul stream? Cause I think it's the latter. I don't think she can control who comes through.(And there were Milletians before Nao.)

Morrighan is the one who first brought them here. But when she got in trouble, she communicated to Nao that she needed saving. At least that's my thought process.

I would say it's the latter or one of those soul stream blips Mithos mentioned.
