Filia is a town in Connous and is the ancestral home of the Elves. Located in northern Longa Desert, it thrives only due to the existence of a small lake, provided by an oasis in the center of the town. Marriages between Elves, or a Human and an Elf, are held in the Wedding Hall. (Wiki ftw?)

Guards: Armed with both short swords and bows. All guards are equipped similarly. They switch between when necessary. Despite game mechanics, flying would NOT stop them from hitting you with an arrow, use common sense. :I

Guard Setup: The guards of Filia are actually visible, so I think this is self explanatory. They make their rounds in all parts of the town.

Arresting: Filia guards are taught to kill on sight where Giants or their allies are concerned. As far as Elven perpetrators, they are turned in to Castanea, have their memories wiped, and placed in coffins in the desert until found. Only in special circumstances will this arrest method be used for any other groups, something not to be decided by PCs.

Filia NPCs: They may be puppeted, but only appropriately. The following rules apply:

1. Do not involve NPCs in any personal plots to the extent that they do something that they can not actually do. IE: leave town, adopt a baby, assassinate Dalvar. They can continue to heal, repair, teach skills, and offer part time jobs with minimal conversation (which would include formalities, explanations of skills, etc).

2. Do not claim that any NPC has said something that they don't ACTUALLY say when you speak to them in game. IE: rumors about other NPCs that they don't actually say, or even ones about PCs.

3. Do not claim that an NPC favors anyone over another person unless stated otherwise. IE: Nele wouldn't favor Stewart unless he says so when you speak to him while Trefor loves Dilys (and Aura Razz), which can be proven with actual quotes.

You can win the favor of an NPC, BUT you cannot claim that they favor your character over anyone else's. And they'll only love you long enough to give you a fleeting glimpse at their hidden goodies. Seeing as how NPCs seem to have horrible memories, they're not going to favor anyone for a certain amount of time ANYWAY. So it probably just shouldn't be said, anyway.

4. Do not assault NPCs. If this were to be allowed, it would have a very negative, not to mention CONFUSING affect on the rest of the RPS-affiliated community. If the FEC is invoked, then it will be up to Council whether or not an NPC may be moved for RP purposes as per past events. The request may still be denied, but no harm in asking. The NPCs, however, may STILL not be
-Killed
-Disfigured
-Murderfied
-Unreasonably harmed in general or
-Annihalated.


Custom NPCs: May be used, but not for anything permanent. If you're uncomfortable with puppeting, random nurse #5 can help you instead of Atrata. Not that there are many nurses in a setting like Filia. o__O
NPC Status: Elves and a few humans, both native and Milletian. Most natives tend to mind their own business and are law abiding. If they aren't, they're made so anyway. Not many would wield weapons within town limits due to it being unnecessary.

City Status: Currently preparing for an emergency, though not overtly.

Special Laws: Not much other than the anti-Giant laws or the ones about being tossed in Longa (the dungeon OR desert).
