Haha, it's certainly possible. The word cousins can be a rather loose word, unless we want to be specific right down to the very heart of things. All it means is that somewhere along the recently family line there was a relation between two siblings. Dunbarton is so cramped that I'm sure everyone must be related to each other in some way. Of course, if you were asking Aeturnus himself whether or not he could verify his lineage he'd probably just stare at you and laugh. Then he'd proceed to daze off into his own private la land. If you were to ask Nerys she'd deny all relations.

Dunbarton may be cramped, and every citizen may be related, but you should know that Nerys is not originally from Dunbarton, and as far as I know, is unmarried.

I'll rise to your challenge and study her more closely and formulate an even more detailed history to back up my own character's claim.

Your character Application is solid, as for the relationship to an NPC thing, We've had guild members do this before, so if you can explain it then you can use it. If there are no further objections I'll add you to the guild.
